What Granicus is
Granicus sells software to governments, and its email product is Granicus Communications, listed in its product directory as Communications (govDelivery). The product page calls it "The industry-leading digital communications platform for government" and says it "provides email, campaigns, SMS, and social media channels all in one solution." It is built for public bodies that need to reach residents: local, state and federal government, special districts, education, elected officials and destination marketing organizations.
Granicus describes its mission as helping "better engage governments and the people they serve." The homepage lists more than 7000 public sector customers "across the globe," and the site offers regional versions for Canada, the United Kingdom, Australia and New Zealand, India, and Latin America and the Caribbean. Communications is one of many Granicus products, which also cover websites, meeting agendas, forms, permitting, records requests and AI agents.
What a sender gets
Subscriptions and opt-in. The core idea of govDelivery is that residents subscribe to the topics they care about. The Outcomes section says agencies can "Grow audiences and strengthen community relationships by letting citizens opt-in to the information that matters most." The homepage counts "612 M New subscriptions created annually" across Granicus.
The subscriber network. The product page lists "Accessing a network of over 300 million subscribers to help reach those you serve" as a feature, and the homepage puts the Granicus subscriber network at 360 M people.
One post, several channels. Under "Write once, publish everywhere," the page says agencies can bring citizen engagement "to new levels by posting across email, social media, and text messaging, all with one click." An agency can therefore send one update as an email, a text and a social post.
Templates and brand. Agencies "Establish and control agency brand across all digital communications with custom-designed templates," so every bulletin looks like it comes from the same department.
Targeting and testing. The page lists "automated campaign management, audience segmentation, and A/B tests to improve message performance and engagement," and names targeting "segmented audiences with relevant, personalized messages" as a main benefit. The Oklahoma Health Care Authority story shows segmentation in practice: its communications director credits "the robust audience segmentation features in Granicus" for a dedicated campaign tailored to members' options, and the homepage reports a 135% increase in daily enrollments using Granicus' Communications and SMS capabilities toward the authority's Medicaid enrollment goals.
Two-way text. Beyond one-way alerts, agencies can "Work with Granicus’ team of experts to expand your communications to include two-way text experiences that are compliant and meet expectations of your customers and your agency."
Reporting. Agencies can "Track and analyze audience growth and engagement with the Communications solution’s detailed reporting." The homepage story from the Oregon Department of Corrections reports an 80% engagement rate after using data analytics to tailor content, with its communications manager saying "We were flying in the dark before Granicus."
Delivery and security. The page promises "Knowing messages are received with high deliverability and best-in-class security" and, under Outcomes, "Ensure message delivery complies with ever-changing security regulations and important policies." Granicus runs a Trust center, a security page and a process for reporting security vulnerabilities, and publishes a service status page.
The wider platform
Granicus groups its platforms into the Government Experience Cloud (GXC), made up of an Engagement Cloud ("Grow and activate audiences"), a Service Cloud, an Operations Cloud and a Federal Experience Cloud, while digital communication and engagement is listed among its connected technologies. A separate Destination Experience Cloud serves tourism bodies. The related products listed on the govDelivery page are Sentiment & Feedback (EngagementHQ) and two website platforms, OpenCities and govAccess.
Granicus also sells AI tools under an AI hub, pitched as "Secure, ethical AI solutions built exclusively for the public sector." Government Experience Agent (GXA) provides 24/7 self-service with digital agents, and Government Experience Insights (GXI) turns signals into what the site calls actionable intelligence. The Unified Government of Wyandotte County and Kansas City reports an estimated 30% decrease in calls with GXA. These are separate products from the email platform.
For services, the Granicus Experience Group (GXG) is its digital agency and consulting arm, and the site offers transformation and strategy workshops and a support portal.
Scale and customer stories
The homepage figures describe all of Granicus, not only email: 100% of U.S. federal cabinet-level agencies, 48 of the 50 largest U.S. cities, 30 B digital experiences delivered annually, 22 B government messages sent annually, 8 B government website views and 160 M program enrollees added annually.
A Department of the Treasury marketing director is quoted on the product page saying the investment "returned itself by three or fourfold just due to the fact that we can message the people we need to connect with in a way that we couldn’t before." Veterans Affairs reports a 71% increase in audience reach using Engagement Cloud to drive veterans to the resources they need; the communications director of its National Center for PTSD says "So much of our success hinges on our ability to effectively reach new audience members, keep them engaged, and drive them to the resources they need." The Communications success stories cover the Philadelphia Water Department, the Virginia DMV driving Mobile ID adoption, a regional transportation engagement hub in northeastern Illinois, and the City of Aurora, Illinois.
Granicus also publishes a 2026 State of Digital Government Report, which it says draws on 1,300+ public sector leaders and its 30 billion annual interactions, along with blogs on topics such as new accessibility deadlines for government agencies.
The site shows no prices. Buyers book a demo, chat with the team or schedule a consultation.
Who it suits and who it does not
Granicus Communications suits a government body that sends news, alerts and program information to residents who have chosen to subscribe: a city communications office, a state health agency running an enrollment drive, a transit authority, a federal department, a school system, or a visitor bureau. It fits best when the agency wants email, SMS and social posts from one tool, plus reporting and access to a large existing subscriber network.
It is not built for commercial senders. A retailer, a SaaS company or a newsletter writer has no use for a platform whose features, customers and pricing process all assume a public sector buyer.
